iPad iPad 2 data problem, help appreciated

Recently, my iPad 2 will only connect to Edge network or says "searching". Occasionally, it connects to LTE, but only stays connected for a few seconds. I have tried the following and the problem persists:
-Toggled cellular data on/off
-Done a hard restart
-Reset all content and settings and set up as a new iPad

Any suggestions or has anyone had the same problem and fixed it?

Easiest fix would be to ask your carrier for a new SIM card and see if that solves your problem.

Installed new SIM from AT&T store yesterday, problem still persists.
Guess I will take to Apple Store and let them do a diagnostic test.
