they aren't new. it's the same as buying a certified used car or any other product that has been sent back (for whatever reason), checked by an authority (in this case Apple), and made available for sale again. they can't (or shouldn't) sell it new, because technically it is not.

in my opinion, refurbs are fine, especially with apple, because they supply the standard one year warranty. it is a great deal.

do they also replace the outer shell with a new one on refurb units?

The car analogy isn't quite accurate because the refurbs essentially function and appear as "new," but can't be sold as "new." They replace the battery and shell and confirm that it's otherwise functioning to spec.
 
Only $50 off the iPad 2's. Still a better deal to order online for more but not pay the tax, especially on the higher end models.

lol. spreading misinformation here. still, it is true that these were somehow not acceptable to someone at some point, so i guess there is that. but, it is under warranty and you can return it if you want for a refund or exchange. there really isn't any risk that i am aware of.

as for the car analogy, i don't see how it is any different. a car driven for a few months and then sold back to a dealer/repossessed/end of lease may look brand new but cannot be sold as new. the dealer checks it over and certifies it before selling it, so you receive all of the benefits of a warranty and so forth at a fraction of the original car cost. it's the same concept. what's wrong with my analogy?

as for the price, i don't find them a whole lot better than new, but it depends on your circumstances and options available. i've got an ipad 1, so don't have a whole lot of itch to upgrade at the moment.
 
$50 disc is too little. I'm fine waiting until the iPad 3 comes out to grab one of these cheap from one of the carriers.

iPad 3 is knocking on the door!

Not sure I'd call 7 months away "knocking on the door". If I was buying now I'd have no problem with getting an iPad 2 as the iPad 3 is still too far off. Once 2012 gets here then I'd probably hold off until it's released.
