Although the refurbished merchandise offered in both the us and canadian versions of the online apple store is generally the same, apples been making an unusual exception for the iPad.
For the longest time, you couldn't get a refurbished iPad in Canada, even when they were freely available in the us apple store.
Apple seemed to be holding off on offering refurbished ipads in canada until they needed to move some inventory, because just a few days after the refurbished gen 1s finally showed up in here, apple announced the gen 2.
When refurbished iPad 2s were finally made available in the us refurbished store (several months ago) we didn't get a similar offering in Canada.
