Hi, everyone! I received my white wifi 64GB iPad 2 yesterday. (Ordered from Apple the evening of launch day on the east coast, if you care) It works great and I have been impressed with it overall, compared to my previous iPad, but I've noticed a peculiar ghosting effect on the display. If something moves quickly, like if I swipe from one home screen to another, the items on the screen leave a brief streak behind them. I think this is what people call slow "response time". Remember how cheap LCD computer monitors looked about eight years ago? It's like that but maybe not quite as bad. I can live with it but it's a little annoying.

Has anyone else noticed this?

Yes.
 
It's normal. I have it on both my iPad 2 and 3, which is why I hope Apple uses a higher refresh rate in future iPad's.
