I have heard that yes you can wile using iOS 4.3's new feature HotSpot, and this is something that I am looking forward to testing myself. Currently I am able to use FaceTime wile tethering my iPhone 4 with my MacBook Pro, so I don't know why the iPod touch and iPad would be restricted from this.
 
yes you can. I tried it with my wifes iphone through my iphones hotspot. It works.
 
yes...and it works pretty good

i use facetime over 3g all the time in my car...works pretty damn well for 3g..

So can you get the Wifi only model and just tether with my iPhone 4 with At&T or do I have to get a 3G iPad in order to tether. I can't find this info anywhere.

Unless it is so much slower, I don't know why anyone with an iPhone would pay for 3G on iPad when you could use the tether option for a combined 4GB for $45 to use on iPhone and iPad.

Please tell me if I am misunderstanding something.

And how about for those of us who have the unlimited data plans on our iPhones? We can't add on tethering unless we downgrade to the 2GB/month plan, correct?
 
I was in a spot where only my phone got service. I tethered to my iPad and my GF's iPhone and was able to facetime between her phone and The iPad. (all was tethered to my phone)
Worked flawlessly!
