iPad 2 vs. iPhone 4S on AT&T download speeds

I tested both on various spots around Tampa where the networks is supposed to be "4G". I get 4 Mbps down and 1 Mbps up fairly consistently using Speedtest. On both devices.

I would have imagined the iPhone being faster with the hype around hspa. What do you guys think?
