It is still telling me "6.1.3 Your Software is up to date". Anyone else getting this? I do not have my Laptop and I am looking to update over the air on WiFi.

Force quit the settings app and try again. Sometimes there's a delay for when software updates become available, especially on older devices. My friends with the iPhone 4 didn't see the OTA available until later after my friends with the iPhone 5 did. I think they try to get the final for the newest devices available first and then move on to the older devices.

If it doesn't show up within the next hour or so, you'll probably need to update via iTunes.
