iPad 3 password protected profile.

Hello. I found a very cheap iPad 3 on eBay today but the seller claims that it is locked with a profile.

I checked the serial number and it is not iCloud locked. Should I be able to restore it and get rid of the profile that way.

That is an iPad owned by an institution, which is why you got it cheap. You're stuck there, it's enrolled in Apple's deployment program. You should contact eBay and report the seller for selling stolen goods, and get your money back.
