Is there an iPad 3 phone app out there that will actually allow you to make a call from your iPad to a normal land line, using wifi or 4G?
There are several. Skype is a good option.
Ditto Skype(Out). Not free, but reasonably priced and works fine anywhere in the world.
Well yeah, but that's only good for calling other people who also have the vonage app, or if you have a vonage account. Given the pricing on alternatives, vonage definitely deserves a "wha wha."
Skype out is $3 /mth for unlimited North America wide calling. I don't know all the rate comparisons off the top of my head, but I would bet that Skype is significantly cheaper than Vonage regardless of where you're calling.

An onomatopoetic phrase, when spoken aloud sounds like the two trumpet notes used on tv shows when a bad joke is told or something particularly cheesy happens. When used as a noun it describes a person who is unusually socially inept or just very dorky.
