Is there an iPad 3 phone app out there that will actually allow you to make a call from your iPad to a normal land line, using wifi or 4G?

Skype. They usually send e-mails for one free month.

TextNow as well. But, it'll be from a different number.
 

Well yeah, but that's only good for calling other people who also have the vonage app, or if you have a vonage account. Given the pricing on alternatives, vonage definitely deserves a "wha wha."

Skype out is $3 /mth for unlimited North America wide calling. I don't know all the rate comparisons off the top of my head, but I would bet that Skype is significantly cheaper than Vonage regardless of where you're calling.
