I have an iPad 3 with 6.1.2.

As I migrated from an original iPad I've never done a clean format / new install--instead loading from backups.

My startup time is now often close to one minute (just staring at the apple); for the first minute or two after I can login it is very slow at loading apps, etc.

Do I need to do a clean install (how windows!) I figure startup time should be quicker.

No jailbreaks or hacks; mostly newsreading apps and a few movies. (and a grandfathered unlimited ATT plan)
 
Slowdowns are bound to happen if you've been restoring from backups, especially if you've been doing it since the iPad 1!

My advice to you is to individually backup your app data, restore fresh, and manually transfer your app data back.
