iPad 3 - Verizon- can't connect pc to personal hotspot

I am able to connect my iPhone to my iPads hotspot, but when I try to connect my pc work laptop I get the following error:

Cause = association failed, error code 11

Recommended actions:

1.) the selected wireless network is out of range. Move closer.
2.) verify that the encryption settings (wep/tkip/aes) specified in this profile match those expected by this network
3.) verify that the wireless adapter in the computer has not been restricted from accessing the radio channels being used by this network
4.) verify that the network specified name (ssd) is specified correctly


I don't think the problem is #1 or #4, but does anyone have suggestions for verifying #3 and #4. Or any other ideas?
