iPad 3 Video Conversion Output Framerate

It looks as if the iPad 3 is going to support a retina display, primarily one that is 2,048-by-1,536-pixels. I was just wondering what you would think the iPad framerate would be for 1080P video files that would play on the iPad 3. What about iPad 2? I'm just trying to convert some videos that would be top quality and sufficient for iPad 3. Is the highest quality framerate 30 for iPad 2? Would it be the same for iPad 3? Software like Macx Video Converter have included iPad 3 in their most recent update. When I checked out the default framerate, it seems to be set at 23.97 but has an option for 30. What's the difference?
