got used ipad 3 with AT&T 4g, how to test if the sim card is working, without signing up for monthly plan ? would like to take to oversea before testing the feature is working.

Turn off Wi-Fi, turn on cellular. Open up the cellular settings and click view account. Even if you do not have a cellular subscription, it will allow you to sign up for one over cellular. So therefore if that works, then you know it is working properly.
