iPad iPad (3rd Gen) Wifi & Cellular) - has stopped working - any suggestions how to load OS

My old iPad suddenly stopped working - can no longer load the OS and all I get is a sign to connect to iTunes. It doesn't show up
under devices.
Is it a throw -away job or can it be fixed?
Cannot even mount on desktop.

Maybe bring it to a 3rd party repair shop?
