I'm a longtime android user and just got a ''hand me down" Ipad 3rd generation. Just wondering if I will be able to plug the Ipad into my PC and browse through it like an external HD or is Itunes required for this?

You need iTunes however there may be software that will allow you to do what you want I just don't know of any.
