iPad 4 availability at other retails stores

I took a hit selling me iPad 3 16GB Wifi for $400 and would like to purchase the 4 (same specs) without paying tax.
Places like B&H photo sell iPad 3's with no tax. Does anyone know when it will be available to other retailers?
