I upgraded from the 3rd Gen, everything is so much smoother. It doesn't hiccup on sites such has quora.com, I am able to browse 500 Mb PDFs, much faster.
Web surfing is much smoother.

The problem with the 3rd gen, was not the CPU being so much slower, but the GPU choking on driving the retina display. If you power browsed on safari and/or read huge PDF files, you would notice it. If you used your iPad lightly you wouldn't notice as much.

I don't know why people think this isn't a big upgrade. It's a more stable upgrade than the 4s to 5. The 5 had allot of manufacturing issues, the 4s GPU was more than sufficient. People feel its much faster prob due to the LTE. Where the biggest items were a larger screen and LTE.

The 4th gen brings a iPad that can consistently deliver great performance without any hiccups as compared to the 3rd gen. The stability and performance for me are more important than waiting for a new design. The current 4th gen design is stable and you won't get any scuff gate here.

If your a power user, it's a huge upgrade from the 3rd gen.
