I wanted to go ahead and restore/update the iPad to out of box condition plugged it up to my computer and I get the error msg build compatibility issue, wont do it via Wifi also, am I missing something here?

You can ONLY restore to 6.1.3, nothing else. Currently no exceptions or workaround to this for the newer devices such as the iPad 4
 
Just downloaded 6.1.3 ( I have 6.0.1) iPad connected itunes comes up I hit options to select the 6.1.3 file got the same error will not update

can you be more specific on what error you are receiving?

edit: do you have the wifi version? at&t version? or verizon version?
you might be downloading the wrong firmware package. just open itunes and click restore, it'll download the proper ipsw for your device and proceed with the restore process

I have the Wifi version 4th Gen, Plugged it up into iTunes, hit restore and ' This iPad could not be restored , this device is not eligible for the requested build

it is a Jailbroken iPad btw..

That's very strange. Is your hosts file pointed at cydia's server? If it is, change it. Otherwise, try the restore after putting your device into DFU mode

Restore it on another computer.

on Mac Go to finder, Go _ Go to folder /Private/etc , find hosts drag it to desktop open it add # to the line before last, put it back in the original folder ( overrides/replaces original , plug in iPad Update
