I have had my new iPad since the day it came out. Up until now I have had no problems with it in regards to the cellular signal. Recently the signal has been dropping very low (1 bar 4G not LTE). My iPhone 4S is right next to it and has 3 to 4 bars more signal. The weird part is that if I restart the iPad and immediatly open a video streaming app it works great and everything is fine. If I wait a few min after restarting and try then the signal is weak again and it can't connect. Any ideas? It is a pain to keep restarting the iPad anytime I want to watch a video.

Try resetting the network settings. Doing this fixed the WiFi issues that came up on my first iPad. Also, try taking your sim card out and putting it back in again. If nothing helps, restore and set up as new. If it still doesn't work it is time to give Apple a call.
