I need to replace my sons iPad Air from 2013 (it was mine at first). I bought him the 9th generation 256GB for $399 but now I don’t know if I should get the 10th generation 64GB for the same price. Thoughts?

In this case i would take the 10. Gets updates for a longer time, new camera position is much better for video calls (don't know if he will need that for school), more RAM etc..
The headphone jack is one of these things that get damaged fast when often used. Never heard that about Bluetooth, and since i use Bluetooth earpieces i never had sound problems or crackling etc. You don't need to buy expensive air pods, any Bluetooth headphones will do.
You could ask your son if he has a need for either. More storage can’t harm and having more sound output options are not a bad thing either. I’ve used devices with headset jacks for along time and never encountered an issue with the port.
I just got a 9 for Christmas that replaced my terribly obsolete 1st Gen Air. I like it a lot so far. Coming from a 2013 Air like I did either one will be a dramatic upgrade. Depends on how much storage is really needed. I get by just fine with 64gb on an ipad bc everything is set to optimized storage—I only store files locally on my Mac. But if he doesn’t have a computer then it might make more sense to have more storage.
