iPad 9th generation so slow for it to start up

I have the iPad 9th generation since upgrading to iPados 16 and I reinstalled through iTunes and iPad you switch it off and switch on and starting up it on it long to iPad take so long for the keypad to start up u can for to the enter password and pados 15 it was so much faster

That’s strange, I don’t recall having that issue with my 9th gen on iPadOS 16. Do you ever use Touch ID? It was always very fast for me.
