So my iPad air constantly fall from LTE to 4G. And the signal strength on LTE also cycles from low bar to full bar. LTE sometime blinks. It seems when it fall to 4G, it is more stable.

Does this mean the cellular component may be defective?

I am using T-mobile, and I used the same sim card in previous iPad Air and had no such problem. My iPhone is also on T-Mobile, and it does not have this problem. I have also reset network preferences in settings, does not fix this.
 
the only real trouble shooting you can do in this situation that you have not done already is force the iPad to update the sim card

i think this requires wifi access. connect to wifi
please don't quote me if wifi is not needed

turn off the iPad

eject sim card

wait 5 minutes to be sure

turn on iPad

wait for the iPad to turn on completely
this means you have entered your passcode , and you are at the home screen
and your iPad says NO SIM

insert sim card

this causes the iPad to update the tables in the sim card and to refresh its carrier profile

if you still have issues, have your iPad replaced

i have tmobile I've noticed if i use data, like i am listening to music or tethering or downloading in general, and i dial #932# to check the counter, my iPhone changes from LTE to 4G

and it seems to take a while for LTE to come back

update: it defiantly dropped to 4g and stayed that way when i dialed #932# there was a definite speed loss

you could be in a bad area
but i doubt tt because you also said you tested your iPhone and it was fine

Thanks for the suggestion. Let me try.

It changes back to 4G on your phone, because you don't have VoLTE and that request go through 4G network rather than LTE
