This morning I started using my iPad Air 2 to surf the internet and the charge level was at 4% so I plugged it into the charger. Even with the charger the iPad continued to drop charge level and eventually turned off and went into the screen mode with the large battery image and red line showing it needs charging. Is this normal or should the iPad remain on and working with the charger plugged in?

ipad requires a full 10 watts to 12.5 watts to charge.
if it is not charging then :

1) try a different cable
2) your charger has gone bad ( apple charger )
3) your charger is inadequate. (a 3rd party charger or maybe your iPhone charger on an iPad )
4) your computer's usb port is inadequate (you are running a windows pc)
5) you are using a usb hub (usb hub cannot provide iPad current)
6) your iPad has gone bad. (take it to the apple store and have it checked out)

usb 2.0 is only 2.5 watts. this should charge an iPad that is sleeping with its screen off, it will just take longer.

iPad would like 12.5 watts usb power to charge with the screen on , at its fastest charging speed
