It's not limited. Just like the iPad Air 2, the older original iPad, iPad 2, and iPad 3rd Generation (with retina display) came with 10W chargers. Once Apple released the 12W charger with the iPad 4th Generation, anyone using the 12W charger with the previous, 10W models saw an increase in charging speed.
