iPad iPad Air 7.1.2 stuck on connect to iTunes logo...can I force it to stay on 7.1.2?

So...here is my dilemma. This is a test device used by our devs. It is currently on 7.1.2 and needs to stay there. For whatever reason it crashed and is stuck on the connect to iTunes logo. However, I cannot seem to get it to reload, even with a hard reset. I can put it into dfu mode but all it wants to do is update to 8.1.1. If I try to restore, it also wants to update.

Is there anyway to get this iPad working again without having to update to 8?
