iPad Air - Mute volume problem

Us ing the volume rocker button can reduce the volume to zero, and the 'mute' symbol appears on screen however the iPad does not actually mute unless I use the on screen button in control centre I cannot actually stop it making noises. This includes audio on videos, buttons 'clicks' etc.

I think this is a bug in iOS 7/iPad air

Restore the device, if that does not remedy the issue, march right into an Apple store.
