Seems very possible for a developer to create an app that will modify a few files and let you play iPad games on the iPhone 4. Allow the user to decide if they want part of the 1024x768 cut off or fit to the iPhone 4's 960x640 resolution, and performance should be comparable with the similar A4 chip in each. This would be best for iPad-only games and iPhone games without Retina Display support. An iPad exclusive (on the iOS platform at least) such as Sam and Max allows the player to change the resolution and aspect ratio of the game while it's playing. If the user is given a good amount of options to use iPad apps on the iPhone, then a game like Sam and Max should play like an iPhone game, just with smaller controls than usual.

I'm sure we'll be able to use iPad apps on the iPhone 4 soon for the few apps that would look okay on the iPhone 4.
