I thought this used to be just a check box in iTunes, to just enable the iOS device to be a USB storage device?

It seems that I need to use 3rd party apps for this now or am I just looking in the wrong place?

I've an iPad on 4.3.1
 
Yes, third party app like GoodReader. Through iTunes with a cable or Wi-Fi as a server. It is easy but you won't be able to transfer to certain computeri if there isn't Wi-Fi or iTunes.
 
Hmmm... spend $500+ for removable storage in iPad form, or $30 for a 16gb thumb drive?

I'm going to recommend the thumb drive. Sorry.
