We are getting a relative an iPad, it will be the only computer they own. Will they be able to AirPrint without another computer connected to the printer. I am aware an HP capable AirPrint printer will be required. Also, I will activate it and update the iPad via my Mac/iTunes.

If they are using a Mac, with the latest version of OS X, it's a snap to tweak OS X to allow printing to any shared printer.
 
If you get an AirPrint compatible printer (currently only the few HP ones), then they can print straight to it without needing a computer.
 
Printing with no computer

I just got the HP C310a and love it. They will not require a computer if they have the correct apps on the iPad.

Pages allows printing documents they create.
Email allows printing.
Photos allows printing.
And Safari for web pages.

I've got the c410a it works great. Native iPad printing is wild!
