Does anyone know if there is less actual storage capacity on the new 64bit a7 when compared to an a6 ?

I have 13.2gb capacity on my 16gb ipad 4

(Trying to decide if 16gb will still be enough...on an air/rmini)

I think you mean storage capacity (not RAM).

With all the new apps you will probably want to get, I recommend 32GB at a minimum.
 
Your question brings another question. How well are you doing managing your current 16g model? It comes down to your behavior. If you believe you have to have every app you have ever downloaded (even though you never use them) or if you want your music library to carry around, you may need more.

Personally, I move apps that I don't use much to a back page. Over a period of time I look through them and if I am no longer using them I delete it. It is a matter of management.

12.8Gb capacity on 16Gb Retina Mini
13.2Gb capacity on 16Gb Ipad 4

So (all other things being equal) 400Mb loss for 64 bit .

Since storage doesn't care about 32-bit or 64-bit, this is likely due to additional code, and thus more storage space used, for the 64-bit devices that doesn't exist on 32-bit.
 
The other thing is from my own experience I have seen the apps continually go up in size, especially with IOS7 and retina screens.

I used to have 16gb (still do on my phone), then 32 on ipad now on 64GB rMini.

Would say 32GB as a minimum today for an app user.
