I just bought a 32 gig lte ipad air and when I press the home button or move the ipad from vertical to horizontal the background moves. Is this supposed to be happening?

It is supposed to move when you tilt the iPad.
 
I am using the sky with stars background and the icons are not moving, the whole background pic appears to be. I guess I will try and film it
 
Is there a way to stop it? I already recorded it and have it uploading
 
A simple web search would have answered your question. Settings > Accessibility > Reduce Motion > On

It's a faux 3D type effect to make the icons look like they are floating above the wallpaper. Does it Look good is a subjective question. I like it OK.
