Got the new iPad yesterday, and I let it restore from my iPad 2's iCloud backup overnight. This morning, all but about 3 apps downloaded. I realized they weren't downloading, and when I clicked in them it tried to make me log in to my old apple ID that I don't use anymore, saying I needed to verify the payment info.

It was asking for the security code of my old visa gift card, which I don't have anymore, so I tried to enter a different card, but it's not taking that either (maybe because I'm using that card in my regular account).

I figured it wasn't a big deal to not have those three apps, so I tried to log in to my regular account, and now it says Cannot connect to iTunes store. This is not an internet problem as everything else still works. Not sure what to do; I tried restarting my iPad. Everything still works fine on my phone which uses the same account.
