ipad cloud backup

So I'm confused, my iCloud account shows 7.1 gig available and my iPad currently has 6.3 gig on it, and all I back up on the iPad is apps and pictures but it says not enough cloud storage to back up, It doesn't makes any sense

Also I did a hard reset on my iPad last week and this issue did not start till then
