iPad for Photos management?

I'm trying to figure out, if I can use only my iPad pro to manage a Photos library on a usb drive. I would connect the usb drive to an AirPort Extreme. Can I upload old Photos libraries to iCloud?

I would like to use the iPad exclusively, but I'm not sure how to do this or something close to this.
