Hi there. Just upgraded my 1st gen iPad Pro to ios15 and now Safari Bookmaris are not instantly available. I now have to press an icon top left of screen and this opens the tabs privacy bookmarks menu, then click a second time for bookmarks. Worse still you have to press twice to exit this once you select a bookmark.
I cannot find any information on why bookmarks are not instantly available.

screen shot show the issue - any smart cookies out there?

I added the bookmarks menu bar. You do this in settings: Safari: scroll to General and turn on “Show Favorites Bar”. This leaves A thin bar at the top of the screen. But is better than deep diving in the side bar.
 
With iPadOS 15.1 Beta 3, the sidebar button remains visible when viewing bookmarks, making it easy to take the webpage full screen.
