I have come across many solutions on-line but all were useless for my problem.

Any contact I create on my Mac would sync with iCloud but not the iPad or iPhone.

SOLUTION
On both devices Settings-> Mail,Contactss change Default Account to iCloud and ensure that only iCloud mail account has Contacts turned on.

What happened was my Hotmail account had Contacts turned on as well so, somehow everytime I had a new contact on iPad or iPhone created it would create it under a Hotmail group in my contacts without syncing with iCloud. Now everything works fine.

p.s. Make sure you transfer those contacts to iCloud group prior turning off Contact option under the mail account, in my case Hotmail, as it will delete them from the phone as soon as you turn Contacts off.
