I couldn't find a section for iTunes so hopefully this is the next best place to post this question, even though it isn't necessarily an iOS or iDevice specific issue...

Last weekend I needed to restore a backup to my parent's iPad. During the syncing of the apps, the iPad repeatedly disconnected and reconnected...as if the cable was being unplugged. iTunes lost the device briefly and Windows played the disconnect & connect audio alerts back-to-back. Once the device reconnected, iTunes would resume syncing the apps until it disconnected again. I've already done some searching and couldn't find any solutions yet.

Here's what I've tried so far:
1) Put the iPad in DFU mode and reinstalled iOS. Installing iOS went well, but started disconnecting again once it got to the point to sync the apps.
2) Tried setting up the iPad as new in case the backup was bad. Same issue during the syncing of the apps.
3) Reinstalled Windows 8.1 and only iTunes in case it was a driver issue.
4) Tried a different cable.

The only way I was able to get the syncing to work properly was by putting Windows 7 back onto the system.

Has anyone else seen this issue before or have any other things I could try/troubleshoot?
