The iPad doesn't have a weather app.Settings > Privacy > Location Services = On
Then check within Location Services settings to verify Maps and Weather Apps = While Using

Your iPhone likely reported GPS coordinates to Apple so now it works.I’ve found this for mine (no LTE) as well - the info i found said that it doesn’t recognise the location if you’re not near many other wireless networks, and it can’t geolocate you. Which seems odd to me, as my iphone can judge the location just fine, and they’re connected to the same wireless network. Other people mentioned theirs started working when they took them to university / a place with many wifi signals.
In a couple of days mine started reliably picking up the location.
