All I have a mini 64gb cellular, is it worth to upgrade to the mini 2 with 32gb wifi? I don't use the cellular and I only game and surf the web.
 
Aren't you taking a step backwards going from 64 to 32? Aside from that I would think the question would be if the retina screen is important to you.

Not if he's never filled it up. Also not only Retina display but A7 upgrade.

I know the mini 2 is better in paper but I'm wondering in real world is it very noticeable

Only you know if the new Mini is more useful to you then your iPad 2.

Here is a thought, buy the Mini try it out and then decide.

If you had 20GB free on a 64GB device, then you need to delete a minimum of 12GB, and more like 15+ GB to fit into 32GB (with a little buffer). IOW, you may be going from not having to think about memory, to having to think about it. Just something to, uhhh, think about.
