iPad Mini 4 won't connect to Wifi on initial setup

I have like 7 other devices connected already included an iPad Air, but this brand new iPad Mini 4 won't connect and gets a strange IP address that isn't 192.168.0.*. from DHCP range. Is it a defective device? I've already tried restarting the router, it didn't help.

Or maybe it's an iOS 9 bug?

That's odd, try resetting your network settings on your iPad mini 4.

I updated the firmware on my D-Link router, that fixed it!
