iPad Mini as a phone

I hear that you can use the iPad Mini as a Phablet, any truth to this? If so I wonder what that would do to the Note 2 that's due out in the coming weeks.

Size aside, you can with VOIP apps and Earbuds/BT headsets.

Or tether with the iPhone 5 with LTE and use VoIP apps.

I have used iPads (1 and 3rd Gen) as a Skype phone for 18 months. The cellphone minutes and text plans are a joke in the US (talk about stuck in the past), and thus I refuse to pay them any longer. If Apple ever releases a full power Mini (Retina with the same chip and specs as the iPhone and full size iPad) then I may just use that.
