IF the upcoming iPad Mini should have 4G/LTE, and front & rear cameras,
I may want it as my lone device (giving up my iPhone) if an iPad can be set up to function as a phone without limitations.

Anyone know what would be the step-by-step process?

I'm seriously considering this as well. Just pop in headphones if someone calls me and use google voice. iPhone bills are just outrageous.

iPad Mini will not support traditional phone plans, it will be a data only device like the 9'7" iPad. However, of course, you could use Skype for voice calling (just like you can on the larger iPad).

The iPad Mini is still to big to fit in your packet, so unless you are a woman who carries a purse everywhere - it won't fully replace a phone.
