iPad Mini auto turn-off

I have auto-lock set for 10 minutes, but if I leave and come back after 10 minutes, the device is still on. Do I need to close it every time? Are there apps that cause it to stay on?

(My Nook did turn off automatically, even when open, except when there was a game open.)
 
Reboot

I tried rebooting the Mini, shutting it completely down, and that reset the auto-lock. Now it works.
