If I can buy a used iPad Mini 1st gen for $40 with a small screen crack is it worth it? I don't want it for heavy usage, mostly just the internet and Netflix.

Sounds like a good price. If you don't mind the crack, go for it. I'd be really annoyed with it, though, if I bought a device specifically for watching movies and had to look at a crack all the time.
