It only works if you have an iPhone with the phone number connected to your Apple ID active. I restored my iphone the other day as new and before I signed in, I looked at my ipad and the phone number vanished. I could only use my email address until I activated the iPhone again.

Turn iMessage off then back on.

I turned iMessage off and on multiple times and nothing happens other than needing to sign in with my apple id and verify. I will try to do a restore in a few hours.
