I just got my sons gen1 iPad mini screen replaced. Now the power button does not work correctly. A momentary press does nothing, does not turn it on or off. But holding it five seconds does bring up slide to power off. Does this sound like a hardware or software problem?

I would say hardware, if it brings up power after you hold it, its clearly working but just a bit temperamental, have you tried holding it for around 2/3 seconds to see if it sleeps/wakes?

Does a *hard* momentary press work?
 
This issue is caused by a faulty home button flex. This piece is part of the glass that was installed onto your sons device. I would contact the shop you used to replace the glass with this information and ask what they can do for you.
