iPad Mini Purchase

I live in Israel and I have an uncle who wants to purchase me an iPad mini with cellular from the US.
My question is which one should he buy? Does all the iPad minis with the Cellular come unlocked? Does it matter wether it's AT&T or Sprint or other company?

No, it doesn't matter which company "model" he buys. Hardware-wise they are all the same, it's just that they come with the SIM card for that particular company.
