How come the 4th gen iPad doesn't have a shiny back like iPad mini? Atleast it would have been more of an upgrade..?

Because the iPad 4 uses the same exterior as the iPad 3. It is NOT a total redesign. Apple needs to amortize as much of the 3's relatively new 7 month old design as possible. It will likely get the anodized look next cycle.
