Not sure if this is a yes or no question or if it depends. I've been asked if iPad Minis, when obtained from a mobile phone provider, such as O2 or Vodafone here in the UK are supplied as locked to their network or unlocked.
A friend has been offered new one at a good price as it was provided free as part of a new mobile phone contract, so he's wondering if it'll come unlocked or will only be able to be used with whatever that third person's network provider is.
