I just got an ipad mini a few days ago and the volume buttons are very stiff. My ipad2's buttons were no where near as stiff.
Has anyone else had this problem?

HAHAHA.

These are beyond stiff ... I actually have to exert significant pressure for them to increase /decrease volume

Yah, I hope Apple does something about this on the next issue. My thumb so often touches history button when trying to press down so hard, opening pages and generally making an annoying mess.
 
This is an actual problem for you? Do you have like baby fingers? It is not cheap plastic, so what do you expect?

The buttons on the iPad Mini seem to be made out of different material than the iPad 2. I noticed a difference from an iPad too when I switched to a Mini. I think the Mini's seem way higher quality.

Yeah,,,,one is plastic, the other is metal!
